Firstly, you need to check conversion tracking is working properly - this can be done by accessing the conversions section within Google Ads. If your conversion action is sitting as 'unverified' it is likely that there is an issue with the tracking setup. If this is the case, re-review your tracking set up and check campaign performance in a few days. If tracking is working correctly but you haven't had any conversions, it could be because the campaign is still in the learning phase. The learning phase is the period when the delivery system still has a lot to learn about an ad set.
During the learning phase, the delivery system is exploring the best way to deliver your ad set - so performance is less stable and cost-per-action (CPA) is usually worse. This usually takes around 1 - 2 weeks to complete. If by then, there are still no conversions recorded against your campaigns, it is worth taking a look at what improvements can be made.
